President Shaun Ralston is a marketing, communications, and artificial intelligence (AI) professional with 23 years of experience at Sutter Health, one of the nation’s leading not-for-profit networks of community-based hospitals and healthcare providers. As an avid road cyclist and social networking expert, Shaun has contributed his talents to organizing the Law Enforcement Chaplaincy’s Tour de Fuzz event, the primary funding source for this organization. By appointment from former Mayor and Police Lieutenant Ernesto Olivares, Shaun also serves his cycling passion on the Santa Rosa City Council Bicycle & Pedestrian Board. Shaun loves teaching Sunday School youth classes at his church, for the past 15 years, and admires all of those performing compassionate work, particularly Chaplains.
Vice President Kevin Kilgore started his law enforcement career in 1997 as a Deputy Sheriff in Cincinnati. He later became a municipal Police Officer in a suburb of Cincinnati before moving to Los Angeles in 2006 to join the University of California Police Department, where he rose to the rank of Lieutenant. In February 2021, he became the Chief of Police for the City of Sebastopol Police Department, and in August 2022, he became the Deputy Chief of Police for the City of Rohnert Park Department of Public Safety. Throughout his career, he has held several leadership positions and developed community programs, and he has received several awards for his work. He holds a Master of Public Administration, a Bachelor of Science in Criminal Justice Management, and an Associate of Arts in Social Science, and he has completed several executive programs.
Treasurer John Storm is the Director of Catholic Restorative Justice Ministries for the Diocese of Santa Rosa. He is a Deacon of the Catholic Church and was ordained in 2012. Prior to ordination, John worked as an investigator for the Probate Division of the Sonoma County Superior Court for five years and was a federal probation officer in the Northern District of California, a deputy probation officer for San Francisco and Contra Costa Counties and a Counselor at the San Francisco Youth Guidance Center and Boys’ Ranch, for a total of over 35 years. During his career, John was a lecturer at the University of San Francisco and on the adjunct faculty of the U.S. Probation and Pretrial Services Academy. He is a coauthor of two U.S. Probation Office training manuals and author of the article “What U.S. Probation Officers Do” published in Federal Probation Quarterly (March 1997).
Executive Secretary Justin Thompson grew up in Sonoma County and shortly after high school joined the Army Reserves. While in the reserves he continued his education and childhood dream of being in law enforcement. Justin started his career in 1999 working for Sonoma State University Police Department and then joined Rohnert Park Department of Public Safety in 2002. Justin retired from law enforcement in 2020. Since that time he has been following his passion for fitness and wellness. He currently works with the Montgomery High School Football Team as their strength and conditioning coach.
Director Terry Sanders is a dedicated public servant with 23 years of experience as a firefighter. He and his wife chose to reside in Santa Rosa's 4th District due to its tight-knit community. Despite experiencing personal tragedy with the loss of their son, Terry witnessed the profound impact of community support, reinforcing his belief in its transformative power. During the Tubbs Fire, Terry actively engaged as a fire survivor, providing crucial updates and earning recognition as a hero. Additionally, Terry is a talented musician, leading the blues band The Dylan Black Project, and bringing joy to the community through his performances. His involvement in Santa Rosa's Wednesday Night Market further demonstrates his commitment to community building. As a newly appointed Law Enforcement Chaplaincy board member, Terry's extensive experience, resilience, and deep understanding of public service make him an invaluable advocate. With a diverse skill set and an unwavering dedication to improving the community, Terry embodies the essence of public service and is poised to make a positive impact in his new role.
Director Steve Potter was born and raised in Sonoma County and began his career in law enforcement in early 2000. He has had the opportunity to work in multiple areas throughout the North Bay Area. After retiring in 2020 as a police sergeant, he now serves as the Director for the Basic Police Academy at the Public Safety Training Center in Windsor. Steve holds a Bachelor of Science Degree in Criminal Justice Management and a Master of Arts Degree in Crisis and Trauma Response Counseling from Liberty University. Steve and his wife Tanya have long had a desire for public service and both serve in various community and church volunteer roles, and are active as Sonoma County Emergency Foster Care Parents.
Director Keith Hinton recently retired from Santa Rosa Police as a civilian Division Manager in charge of Dispatch, Records, Property Evidence and Information Technology Bureaus. He started his career in 1990 at the Santa Rosa Police Department. During his career he served as a Property Technician, Field Evidence Technician, a Crime Prevention Specialist with an expertise in Crime Prevention Through Environmental Design. Keith served in a management capacity as a Records Supervisor, Administrative Analyst and ultimately Division Manager. Mr. Hinton's achievements included the building and transition to a state of the art digital radio system, the upgrade on the 9-1-1 system, participation as a member of the Management Advisory Group to the Sonoma County Public Safety Consortium, and the formation of the Police IT Bureau and Computer Forensics team. Mr. Hinton remains active in Law Enforcement as a Quality Assurance Auditor and Consultant. Keith is a member of the Tour de Fuzz event command team and has volunteered in different capacities for 7 years. Keith Joined the LECS Boards of Directors in January of 2021.
Director KT McNulty was born and raised in Northern Sonoma County and hopes to be a lifer in the community that she loves. KT joined the public safety community as a 911 Fire and EMS dispatcher in 2002 with REDCOM/American Medical Response. Throughout her career, she has contributed to her organization’s success and has led REDCOM to becoming an industry leader in Fire and EMS communications. In 2019 KT was awarded the International Academy of Emergency Dispatch’s, Dispatcher of the year for her lifesaving outside of the box efforts during the 2017 fire storm. Her ad-hoc instructions that she provided to imperiled 911 callers that night are now in IAED protocol worldwide and will go on to save even more lives. KT may have started as a dispatcher, but she has been climbing up the ranks. She is currently embarking on a new journey as Regional Director for AMR and now has ambulance services under her wing. Off Duty, KT is typically traveling to all edges of our county rescuing sick, injured and orphaned wildlife as part of the Sonoma County Wildlife Rescue Team. KT has also been volunteering at Tour De Fuzz for the last 7 years as “Dispatch” and plans to continue!
Director Erika Wong brings over 15 years of expertise in payroll and human resources to the Law Enforcement Chaplaincy board, with a specialization in financial management and policy development. Her adeptness in Microsoft Office and her commitment to organizational excellence have been instrumental in streamlining operations and enhancing productivity. Erika's dedication to community service is evident through her volunteer work, where she applies her administrative skills to support nonprofit organizations. Her background offers a unique blend of fiscal responsibility and strategic planning, enriching the board's diversity of skills and perspectives. For years, Erika has served as an incident commander at Tour de Fuzz, the organization’s primary funding source. Erika’s passion for public service and her professional acumen make her an invaluable asset to the Chaplaincy's mission.
